In response to the crisis, a remarkable collaboration among the government, private businesses, retailers, and property developers resulted in various services being extended to affected residents at no cost.
These services ranged from free repairs of electronic devices and homes to the provision of alternative housing, all aimed at helping residents cope with the financial, physical, and emotional challenges posed by the severe weather, which marked the heaviest rainfall the city had experienced in 75 years.
Emaar, Nakheel, Dubai Holding, Union Properties, and Dubai Investments Park, in collaboration with the Dubai Land Department, have pledged to provide the following assistance:
- Alternative housing for affected residents
- Distribution of food within affected communities
- Enhanced security measures to ensure residents’ safety
- Assistance with the return to residential properties
- Monitoring and documentation of damage incurred
- Assistance in assessing potential risks to properties

Car Repayments Cancelled
Furthermore, the central bank has granted a six-month deferment on loan repayments, without imposing any extra fees or interest. Moreover, the principal loan amount will remain unchanged. This announcement brings significant relief to individuals, especially considering the damage caused to numerous vehicles during the heavy rainfall.

The recent rains have impacted pricing dynamics in various areas. For example, home insurance premiums have surged as homeowners seek comprehensive coverage to safeguard their properties against potential future damage.
Moreover, there has been a notable uptick in demand and pricing for alternative accommodation options like hotels and short-term rentals. This surge in demand is driven by individuals seeking temporary housing solutions until their primary residences are restored to livable conditions.
What’s Next?
Efforts to restore normalcy are underway, with electricity gradually being restored across the city. Community support has played a vital role in helping residents cope and recover from the aftermath of the floods. The Dubai government and municipal teams are working tirelessly to clean up the city.
While the majority of the city has been restored within a week, some areas are still grappling with the effects of the water. However, it is anticipated that these issues will be fully addressed by the week’s end.
Considerable progress has been made in draining waterlogged areas, and most of the city’s infrastructure, including airports and roads, has been reopened.
Moreover, Dubai is set to introduce a new AED 80 billion sewage system. Initially proposed in June 2023, discussions surrounding its implementation have gained momentum following the recent floods. The new system aims to reduce carbon emissions by 25%, consolidate main wastewater plants from 20 to 2 in urban areas, and streamline main pumping stations from 13 to 2.
